Michigan Health Insurance Basics
Most individual health insurance carriers in Michigan are not restricted to Guarantee Issue plans. The exceptions are Blue Cross Blue Shield of Michigan and group HMO’s. All others can be individually underwritten at their discretion.
Not only is BCBS of MI required to base rates on a community rather then a individual, they must also not exclude a individual based on a medical condition. This makes it possible for many uninsurable people to get insurance. They must base their rates on a community rate as well.
Individual carriers may exclude and limit coverage based on current or prior medical conditions. They can take advanatage of excluding pre existing conditions for up to 12 months also. They do not have to allow individuals to get credit for pre ex just for having prior coverage either.
BCBS of MI has a rating restriction put forth. They must use a community rate. Individual carriers may base rates on factors of the individual person. Rates are typically based on location, current market, health factors, age and family size.
Michigan does offer options that meet the needs of the low income community that may not be able to afford individual health insurance. Their MIChild plan is a Childrens Health Insurance Plan. For those that meet the income requirement and a few other requirements it covers office visits, prescriptions, hospitalization and dental to name a few.
The Michigan Department of Community Health (MDCH) offers options for other eligible low income individuals. These are plans you must qualify for based on the determination of the Department of Human Resource. There are a few options depending on your needs.
The Michigan Department of Community Health offers a website with many resources to help the consumer find health insurance information. It has information on all the carriers, laws and requaltions as well a list of providers. It also has information on the low income options.
The State of Michigan currently has a rate of 11.4% of uninsured individuals. They wish to reduce this by offering the resources for all to find the health options that best meets their needs.
